Prisons In Michigan- Level 1, Level 2, Level 3, Level 4, and Level 5

There are multiple types of prisons situated in Michigan. Some of them are state prisons, while others are privately owned ones. The state prisons and their operations in Michigan are controlled by The Correctional Facilities Administration, commonly known as CFA. In addition to the state prisons, the Special Alternative Incarceration Facility, known as SAI, also comes under CFA.

However, the Michigan Department of Corrections, known as MDOC, controls and oversees all the prisons in Michigan. There are around 41,000 prisoners in Michigan who are held in almost 31 prison facilities. At the same time, a number of 71,000 probationers and parolees are still under supervision.

The prisons in Michigan are classified on multiple levels. These include level 1, level 2, level 3, level 4, and level 5. All these prisons are classified according to the security provided to them. This article will focus on each prison level and give some general information about prisons.

Divisions of MDOC

Ideally, MDOC is the governing body that looks after and evaluates all the prisons and prison facilities in Michigan. However, other bodies too come under the MDOC division and have their own specific rules to look after prisons in Michigan.

Correctional Facilities Administration

Brief details about the Correctional facilities Administration, also known as CFA, are disclosed in the paragraphs above. CFA looks after all the state prisons. Apart from state prisons, Special Alternative Incarceration also comes under CFA. Its administrative office is located in Lansing and is responsible for looking after the network of secure facilities.

CFA looks after multiple facilities provided to prisoners, such as prisoner’s transportation, prisoner food, and other facilities.

Field Operation Administration

Field Operation Administration, also known as FOA, looks after state probation and state parole. It evaluates the state parole and looks after other possible supervision methods, including the parole board.

There are 105 Field offices in Michigan. Moreover, the Field operation Administration also looks after the Detroit detention center and Detroit Reentry Center.

Operation Support Administration

Operation support Administration looks after the resources, departmental finances, and personal services. These include procurement, recruitment, training, labor relations, development of policies, and physical and environmental services.

Types Of Prisons in the State of Michigan

Most people might not be aware, but there are multiple types of prions within a state. As discussed above, the prisons can either be state-owned or owned by the federal government.

Following are some of the types of prisons in Michigan state.

State Prisons in Michigan

State prisons hold offenders who have committed crimes like assault, arson, robbery, or homicide. The state prisons and punishments in those prisons greatly vary. In addition to this, different states react differently to the punishments and how often they release prisoners on the probation period.

Federal Prisons in Michigan

Federal prisons include those prisoners who have been charged with federal crimes such as tax fraud, identity theft, drug abuse, drug trafficking, and child pornography. According to the statistics revealed by the Federal Bureau of Prisons, there are around 122 federal prisons throughout the United States, and these prisons house around 151,000 prisoners.

The federal prisons are classified into five levels ranging from 1 to 5. Many factors determine which prison will be assigned to which prisoner. These factors are the past criminal record of the prisoner, mental health and well-being, physical health and well-being of the prisoner, and the prisoner’s closeness to the family in that specific area.

Classification of Prisons Levels According to MDOC

Based on security and the type of prisoner, there are around five classifications of prisoners in Michigan. Following are the five levels of prisons in Michigan.

Level 1 Prison in Michigan

Level 1 prisons are the lowest security prisons. These prisons are also called Federal Prison Camps, and this is because they house non-violent offenders or offenders who haven’t committed any serious offense. Offenders who have no past criminal history or have a clean record are usually kept in these prisons.

These prisons are just like college campuses because they have dorm-style units and low perimeter fencing. In addition to this, many services and facilities such as rehabilitation services and working programs are also provided to prisoners in these prisons.

Level 2 Prison in Michigan

Level 2 prisons are low-security prisons. Although they are provided with multiple facilities and services, such as rehabilitation programs and work programs, they still have high perimeter fencing and a more excellent staff-to-inmate ratio than level 1 prisons.

Prisoners held in level 2 prisons have a history of violence. However, usually, they have less than 20 years left on their sentence. Hence, they are placed in level 2 prisons or low-security prisons.

Level 3 Prison in Michigan

Level 3 prisons are moderate to medium-security prisons. These prisons are the house of violent offenders.

These prisons have a sticker and stricter treatment than the level 1 and level 2 prisons. In addition to this, they have high perimeter fencing and razor wire fencing, which prevents prisoners from climbing off the wall. Some of the level 3 prisons also have a security level that moves to cell-based housing.

Level 4 Prisons

As the level of prison increases, the security level increases simultaneously. Hence, level 1, level 2, and level 3 prisons have lower security than level 4 prisons. Level 4 prisons are also called United States Penitentiaries or USPs.

These prisons provide the highest level of security to their inmates. The prisoners in level 4 prisons are closely monitored through guards and cameras. These prisons have watchtowers, a high perimeter fencing system, razor-wired walls, an electronic detection system, and a high guard to inmate ratio.

Level 5 Prisons

Level 5 prisons are those prisons that have the highest security. These prisons have special arrangements for critically ill prisoners who are dangerous or have a high probability of escaping. In addition to this, these prisons have multiple other types of institutions too.

The administrative level of level 5 prison is Administrative Maximum Security Penitentiary, also known as ADX. ADX is designed to provide extreme security to the prisoners who are declared dangerous or can escape.

In level 5 prisons, the prisoners are always under consideration and supervision. There is 24-hour supervision of each prisoner in Level 5 prison.

Level 1, Level 2, Level 3, Level 4, and Level 5 Prisons in Michigan

There are two federal prisons and around 30 other state prisons in Michigan. According to the MDOC arrangements, each correctional facility can hold multiple levels of security. Below is the list where each prison falls:

1. FCI Milan (Federal Prison): According to MDOC, this prison holds level 1 prisoners and has a detention centre.
2. North Lake Correctional Facility (Federal Prison): According to MDOC, this prison security level falls from level 1 to level 4 criteria.
3. Gus Harrison Correctional Facility: According to MDOC, this prison holds level 1, level 2, and level 4 security criteria.
4. Ionia Correctional Facility: According to MDOC, this prison falls from level 2 to level 5 security criteria.
5. Richard A. Handlon Correctional Facility: According to MDOC, this prison falls under the level 2 security criteria.
6. Women’s Huron Valley Correctional Facility: According to MDOC, this prison holds all security levels from level 1 to level 5 criteria.
7. Woodland Center Correctional Facility: According to MDOC, this prison falls under level 1 and level 4 security criteria.
8. Marquette Branch Prison: According to MDOC, this prison falls under level 1 and level 5 security criteria.
9. Michigan Reformatory: According to MDOC, this prison falls under level 2 and level 4 security criteria.
10. Oaks Correctional Facility: According to MDOC, this prison falls under level 1 and level 4 security criteria.
11. Thumb Correctional Facility: According to MDOC, this prison falls under level 2 security criteria.
12. Bellamy Creek Correctional Facility: According to MDOC, this prison holds level 1, level 2, and level 4 security criteria.
13. Saginaw Correctional Facility: According to MDOC, this prison holds level 1, level 2, and level 4 security criteria.
14. Pugsley Correctional Facility: According to MDOC, this prison falls under level 1 security criteria.
15. Alger Correctional Facility: According to MDOC, this prison falls under level 2 and level 4 security criteria.
