Warren Correctional Institute or WCI is one of the highest security prisons in the State of Ohio that is operated by the Ohio Department of Rehabilitation and Corrections (ODRC). The prison was opened in 1989 and can accommodate over 1328 prisoners.
Warren Correctional Institute is a neighbor of Lebanon Correctional Institution that is also operated by the ODRC. Since the Institute is a maximum security prison in the state of Ohio, the majority of the prisoners are kept in “close” security houses that are monitored by ODRC professionals around the clock. This is also a major reason why most of the sections of the Warren Correctional Institute are kept away from the media’s eyes.
Overview of Warren Correctional Institute:
While the Warren Correctional Institute is famous for being a maximum security prison, it does house a good number of medium custody offenders. In fact, since 2015, the largest number of the inmate population consists of medium custody offenders.
In August 1997, the Warren Correctional Institute received its first medium custody C. In May 1998, another single cell building of 168 offenders was opened, and in August 1999 two additional modular dormitories were opened.
The last expansion was done in August 2004 when a single cell of 168 buildings was completed.
Additionally, the janitorial products plant was decided by the ODRC to be relocated to Warren Correctional Institute from Harnett Correctional Institute. The plant allows for producing soaps and other industrial cleaning products.
During the construction phase, the plant was constructed with the help of offenders participating in the inmate Construction Programme, who worked under the supervision of Engineers from the Central Engineering section.

Warren Correctional Institute under the leadership and management of the Ohio Department of Rehabilitation and Correction allows friends and family members to send mail to inmates.
All inmates are allowed to receive mail.
However, ODRC has changed the way mail was traditionally sent to offenders. Due to this, the mail is received to offenders through the help of a private company known as “TextBehind.”

As the protocols of sending mail to Warren Correctional Institute have changed, here is what they entail:
- Upon sending the mail, the offender mail is addressed and later delivered to TextBehind.

For you to visit an offender on the premises of Warren Correctional Institute, the following process is to be adopted.
- For all the visitors, reservations are required beforehand. Reservations can be made no more than 30 days prior.
- The reservations can be made by calling the number 513-932-9741. Please note that the line is only available from Wednesday to Sunday between the hours 1:00 pm to 6:00 pm.
- Visitors do not have to fill out a form and the reservations can be made completely through the above-mentioned phone number. You will be made to sign an attendance form on your visit.
- It is a must for visitors to cancel their appointment if there is a reason behind it. Cancellations are to be made no less than 72 hours before the scheduled visit.
Apart from a physical visit, Warren Correctional Institute also allows for video visitation, however, the video visitation is only done at the kiosk machines that are present in all general population housing units.
The hours in which video visitation can be done include 7:00 am to 10:00 am, 11:30 am to 3:00 pm, and 4:30 pm to 9:00 pm every day including weekends. Each visit is set for 30 minutes and an additional 30 more minutes is requested given there is nothing scheduled on the same kiosk machine at the time.
As per the official policy of the Ohio Department of Rehabilitation and Correction, video visitation is only reserved for the approved members on the inmate’s visiting list.

While Warren Correctional Institute is famous for being a maximum security level prison in the state of Ohio, however, over the years the prison has undergone several multiple kinds of additions depending on the state’s correctional facilities requirements.
Therefore, as of now, the Warren Correctional Institute is a multi-custody prison housing that houses male offenders that are present in close, medium along with minimum custody levels.
Due to this, Warren Correctional Institute can be considered a level 2, level 3, level 4, and level 5 security level prison.

Warren Correctional Institute does not offer many programs for the inmates. The programs offered are very minimal as inmates are only vocational classes which are again dependent on the level of the prison in which they are housed.
