However, this decision was based on the idea that private enterprises could build and administer jails more safely and at a lesser cost than the state. But little has been done to examine private prisons' actual performance or determine their cost-effectiveness over the years.

Arizona now operates 14 prison complexes as well as two correctional treatment institutions for state inmates. This figure excludes federal prisons, detention centers for US Immigration and Customs Enforcement, and county jails in the state.

Arizona State Prison – Kingman

Inmates with minimum to medium custody are housed at the privately owned Arizona State Prison Complex (ASPC) Kingman facility. The Management and Training Corporation owns and operates this facility. Moreover, it has around 3,500 male convicts.

It has not been completely demonstrated, but some accounts of privately run facilities contend that when an institution is conducted for profit, care and quality of rehabilitation diminish. The facility provides limited programs, including a GED program, an adult basic education (ABE) program, and an alcohol and substance rehabilitation program.

Arizona State Prison Florence-West

Arizona State Prison Florence-West is also a privately run minimum security prison facility. Geo groups run the facility through a contract given to them by the Arizona Department of Correction. Florence West State Prison can house up to 750 male prisoners.

Furthermore, the facility was specifically designed for the Return to Custody (RTC) and Driving Under the Influence (DUI) inmates. Therefore, the inmates here are mostly return-to-custody level who have violated the initial conditions of their release and have been incarcerated again.

This facility provides custody and treatment programs to male adults and non-violent general population prisoners. It also provides some basic programs. They are as follows:

The Arizona State Prison Phoenix-West was opened in April 1996. The GEO Group, a privately owned business based in Florida, manages this facility. It is a Driving under the Influence (DUI) facility for male inmates.

About 500 male convicts are housed in the minimal custody Arizona State Prison Phoenix West. Furthermore, the institution's programs provide opportunities for education and drug abuse treatment.

Here, prisoners can complete a GED, equivalent to a high school diploma, and a basic adult education course is also provided, equivalent to the ninth grade.

Marana Community Correctional Treatment Facility

The Marana Community Correctional Treatment Facility (MCCTF) is a private jail with a security level of 2. This Correctional Treatment Facility is situated in the Arizonan city of Marana.

In addition, men found guilty of offenses, including violating Arizona state and federal law, are housed at the facility.

In 1994, the Private Prison first opened, and currently, the maximum number of beds for an institution is 450 inmates. To assess offenders' correct custody and security level placement, the Arizona Department of Corrections (ADC) uses a score categorization approach. The scores range from 1 to 5, with 5 representing the greatest risk or necessity.

Central Arizona Correctional Facility

The Central Arizona Correctional Facility (CACF) opened in December 2006. It is a medium-custody private prison under contract with the Arizona Department of Corrections. This facility is located in Florence.

The Central Arizona Correctional Facility houses and treats up to 1,280 adult male convicts who have established a need for sex inmate treatment. The GEO Group operates and manages this facility as well.

Contrary to popular belief, CACF is not to be confused with the nearby Central Arizona Detention Centre, operated by Corrections Corporation of America.

This facility houses inmates for the US Marshals Service, TransCor America LLC, US Immigration and Customs Enforcement, Pascua Yaqui Tribe government, and US Air Force but does not house inmates for the Arizona State Prison System.

Red Rock Correctional Center

Red Rock Correctional Centre, located in Eloy, Arizona, is a medium-security prison. It is a for-profit facility administered by Corrections Corporation of America since January 2014. There has a room for 1000 male convicts in the facility.

Before 2014, the institution hosted inmates from California, Alaska, and Hawaii, as well as US Marshals Service detainees. Corrections Corporations of America (CCA) also manages three other prisons in the area, including the Eloy Detention Centre, the La Palma Correctional Facility, and the Saguaro Correctional Centre.
