1. Wilmington facility:

A prison and correction facility situated in Wilmington, Delaware, can hold inmates of less than 1,000.

Wilmington facility held 1829 inmates by August, almost double the number it was built and equipped for. It was later defined as “Overcrowded”, but there was only room and equipment for 1180 inmates. So, all the inmates there hardly got a full plate meal daily.

Even after removing about 56% of inmates from another prison, it was still overcrowded, and supplements were still challenging to reach every inmate in prison.

And due to moving prison from it, the supply of food and other necessities where a decreased in quantity which didn’t do any better but made it difficult for the management of the prison to stop riots happening against the prison management or protest that later led to the death of guards or inmates.

2. Wilmington’s Howard R. Young Correctional Institution:

Wilmington’s Howard R. Young Correctional Institution was opened in 1982. It is owned and operated by the Delaware Department of Correction. It can only hold inmates up to 1500, but there are always 600 more inmates in prison, which happened once.

Wilmington’s Howard R. Young Correctional Institution has been an overcrowded space prison for the last few decades. And due to this, there is the formation of significant gangs that can turn their back on guards, which might lead up to the death of guards.

Many cases are being reported on the guards beaten up there. And once, it was considered that every month there is expected to be one death of guards on average, and it is only overcrowded prisons that led to extensive gang formation.

3. Gander Hill:

Gander Hill is a new sub-branch of Wilmington’s Howard R. Young Correctional Institution. It was open to reducing the overcrowding in Wilmington’s Howard R. Young Correctional Institution.

But it worsened because Wilmington’s Howard R. Young Correctional Institution was always overcrowded. And on the opening of Wilmington’s Howard R. Young Correctional Institution was still blocked. James T. Vaughn Correctional Center is famous for its riot timeline in its history all round the clock. The most recent riot was in 2018, where inmates broke all the rules and restrictions.

In this riot, two officers were saved after the beating from the inmates, but sadly one office named “Steven Floyd” was beaten and bled to death during the riot by the prisoner. These riots continued for 18 hours and ended by the backup officer who arrived and took control. This riot not only affected the facility guarding but uncovered many things that were going on between the inmates.

Later in 2019, the Delaware Department of Correction took strict action against this facility and stopped all the riots and gang formation for it again.

5. New Bilibid Prison:

New Bilibid Prison, known as “NBP”, was opened on 25 June 1865 by the Royal decree. It was named Carcel y Presidio Correctional. It is still considered to have the highest level of security among all Delaware prisons.

New Bilibid Prison has a unique cell allocated for treating female inmates. Females will be given special education regarding housing and how to be better in society and life. But in 2017, it has recorded that the program was for the female to get the benefit, but if they offer lap dance and another thing to the offers there. Then they would be reported as good; otherwise, they will be noted as bad, and their time in the facility will increase.

This facility is not a rehabilitation center but more of a provider of drugs and alcoholism to the addicts. It was discovered in 2019 that all the victims and the inmates were being supplied with drugs and alcohol for consumption. Due to it, no one ever left the rehabilitation center with treated addiction.
